BN7 Spare Wheel Bag Installation

Im looking for some help with the installation of a new wheel bag in our 1960 BN7. The new bag is a proper carpet version which is replacing a torn vinyl bag.

I believe the vinyl surround of the new bag opening is to be wrapped around the metal frame and glued, then slid forward into place from the trunk. Fasteners? Mine old vinyl bag was secured in place with rivets. No other fasteners. Though while pulling the shelf liner back to get at the rivets from inside the cockpit, I found 2 nuts welded in place on top of the opening flange. Now I'm just confused. Has anyone done this installation, or have pictures they could post from an original car that would help me get this install done right?

Does carpet edge of bag (the top and sides of bag) sit outside this flange?
