BN2 Tight Steering

I am working through a tight steering issue on my 1956 BN2 100M. Resolved a nearly frozen idler assembly and a bent/deformed stator tube which helped a lot.
Final issue is that when I tighten the steering wheel nut, it creates friction against the outer steering column. The Steering Wheel grommet is in place but has deformed the end of the outer column. From the Moss catalogue picture and previous posts, it looks as though a circlip is missing Moss catalogue #326-095. However, the catalogue says that the circlip is for the adjustable steering column, which mine is not.
My questions,
1. If the circllip is not for this type of column, what keeps the steering wheel from tightening against the outer column
2. If OK to use, where would the circlip be located in relationship to the steering column grommet (Moss # 682-215).
3. Or is the grommet misplaced?

The steering wheel on my BN2 is held on with a large nut--note the threads on the end of the shaft (and a mention in the Moss catalog; NA)--without it, the steering wheel could come off in your hands! There is no provision for a circlip, it's for limiting travel of an adjustable wheel. Dunno about the grommet; I don't recall seeing one last time I had mine apart.
 
Thanks, Bob. Yes, I have the large nut. The problem is that, when I tighten the nut, the steering wheel tightens against the outer steering column and the steering gets tight as well. The end of the outer steering column is also slightly deformed by this. It seems to me that there must be something to keep the steering wheel hub from mashing against the grommet or the outer column.
