TR4/4A Black marks on a TR4A/TR6 vinyl top boot cover?

I have a red TR4A top boot cover that is in very good hardly used condition except for a few odd black marks. Anybody have any good ideas on how to remove these marks? Armoral shined up the vinyl nicely but the marks remain. Maybe solvent???
When I learn how to post pictures on this forum I will put it in the classifieds. Anyone interested in this item for $100US ?

A solvent may discolor the finish and make it look worse than it does now. I have had good luck with strong household cleaners like 409. WD40 is a weak solvent (compared to something like lacquer thinner, acetone, or enamel reducer) and can be used to remove scuffs and such and usually won't damage the underlying finish.
 
I don't know if you have Krud Kutter in the Great White North, but if you do it works great. They make several products and the one you want is the cleaner/degreaser. My boat upholstery guy turned me on to it.
