BJ8 1st into 2nd

Shifts into 1st fine. 1st to 2nd, no grinding, but I need to have a constant pull on the shift lever 2-4 seconds before in engages. Shifting from 3 to 2 doesn't have that issue.
2nd gear looks good, no chips on main teeth or dog teeth (?) which are not rounded. Coating on the hub looks good. When the new Dennis Welch steel synchro is engaged, it has about 1/8" of space.
Shifting forks are not rounded, have new Welch shifting rods. Shifts fine on the bench. Driving under load is when the problem exists. I'm using a new Dennis Welch 1st gear assembly.

I'm looking at everything. Would the 2nd gear locking plate play a roll in the engagement? I don't think so, but thinking outside the box? The synchro is suppose to slow the 2nd gear down so the dog teeth can mesh with 1st gear. Not quick like 3/4 shifts immediately.

What should I be looking into?
