Best way to safely remove minor surface rust?

I have all of the parts for a Bugeye Sprite, and I'm about to restore it. There are patches of minor surface rust, and I wanted to know the safest way to remove them. Thanks!
 
Rust on the parts or on the panels? Parts I usually wire wheel. Sanding/Scotch pad may be more appropriate on the panels, but wire-wheeling really never hurts. I'm a believer in treating bare metal with phosphoric acid before painting. The product I use is called something like prep-n-etch. Straight or 1:1 for rust removal, or 4-5 to 1 for prepping metal for paint.

Jsut take a glass container that the places will fit in and add in enough Vinegar to properly secured them. It may take a few time or instantly depending on how amazing the devastation is. If it has been in the Vinegar long enough clean the element under water with a brush. If it's long enough the devastation will be gone.

Check out Evapo Rust. It's an all natural, biodegradable rust remover that more or less bonds strictly to the rust particles and removes them, leaving the rest of the item in place, that way you don't "scrub" away something vintage you may want to keep on a piece. A 1 gallon supply is about $20 (give or take) and can be found at a lot of auto parts stores. They even have directions available for making a diluted spray specifically for use on body panels.
 
Here's another vote for Evapo-Rust. It is the best rust remover I've ever used...at least for parts that can be submerged in it. I've never tried spraying it on panels.

I bought 5 gallons and put it in big plastic bin. Drop the parts in one day; bare metal the next day.
 
X-3 on Evapo-Rust! Best thing I've found for cleaning up rusty bolts. Actually makes them usable again. Has my vote! PJ
