BE heater box questions

The random way the PO put things together before I bought this car always makes working on this car so interesting. This week I get to figure out how the heating system is supposed to go together. I have a few questions on the heater box:

1) Does the heater control and bracket go toward the bottom or top of the round section that connects to the blower? The PO had it on the top, but it looks like it should go toward the bottom.

2) How many clips are used to fasten the two panels together? Why weren't these panels just screwed in to make it a little more airtight and rigid? The PO used duct tape to fasten the two sides together - I don't know if they were just too cheap to buy the clips or if they had problems with air leaking in.

3) What is the purpose of the four small holes on the bottom of the box around the oblong cutout for? Why is the bottom metal so thin?

Any help would greatly be appreciated.

2. I believe five w/ one on the right side, but Jack will correct me. The clips should not be painted.

Four zinc plated spring clips. Two clips on the left side, one on the top and one on the right side. The four small holes are a mystery. There was a foam rubber gasket sandwiched between the plenum assembly and the battery shelf but I don't think the four small holes have anything to do with that.

Hmm, all versions I have owned had the flapper control lever on the top of the tube!!
 
Regarding the placement of the clips, I have the ones on the top and right centered and the two on the left at 1/3 points.

All of the photos in Horler's book show the airflow door actuating lever on the bottom. The concours guide is silent on that issue. Here's what it says related to the lever.

<span style="font-style: italic">"From chasis number AN5/501 through chasis number HAN8/64734 the airflow inlet tube which contained the airflow control flap was painted gloss black and was fastened to the heater plenum assembly by three zinc plated Phillips sheet metal screws. The airflow door actuating lever, shaft and heater control cable retaining bracket were zinc plated. The inlet tube was connected to a 'Smiths' heater blower via a black corrugated paper hose."</span>
 
Flapper lever on the bottom so you have a straight shot from the switch inside.
