What is a good way to confirm that a starter is dragging or if the battery is low on amperage causing the starter to drag?
 
Take a cable off your battery and from a separate fully charged battery hook jumper cables into the circuit, one to the connected batt terminal and one to the disconnected cable end. Remember to pay attention to the pos ground if so equipped. Then try it. Your alternatives do not exhaust the universe, though. Could be a ground( batt to body, body to frame, engine to frame). Bad solenoid, bad power connection somewhere in the cables to starter. You can isolate these by connecting your earth jumper cable direct to a clean spot on the engine block and the power cable to the solenoid output.

You could check the battery voltage at the battery before and while cranking.A bad battery may show 12+ volts before and may even show full charge on a charger or tender ,then severely drop while cranking.IF battery voltage is good while cranking then check the rest of system

Make sure you have a good ground first off. Also check to see if starter housing is warm. I've got one that the starter cranks good for about 10 seconds and then starts to slow down after that.
