OK.... I did some poking on the net. I believe that the Singapore license is SCY<span style="font-weight: bold">1</span>E
The "SCY" is the month and year the car was registered.
SCY means it was registered on Sept. 1999.
Haven't found out what the "1E" stands for.

But it's a 2012 model. How could it have been registered before it was built?
 
Maybe it's a vanity plate and he/she has had it since his/her first registered car? Just a thought.
