Anyone know what these holes are for?

I have two small holes in my cowl top between the wipers. I have no Idea what they are for. I hope these are supposed to be here.

I didn't remember taking them off and the holes are very small. I thought maybe some P.O. screwed a Barbi doll on the cowl. Hmmmm.... that didn't sound right...LOL

I've got a list of stuff I'm ready to order. I'll add the washer squirters.
