Found this stuff under the rocker shaft. Kinda green and crystalline. According to the PO it hasn't run in 10 years. My guess is antifreeze, but seems to be an odd location. On casual inspection, at least the liners look good. Crosshatching is still well defined. Was assembled missing a washer for one of the head studs (front exposed stud). Rear seal area is very well lubricated.

I would look into having the head "magna fluxed" to check for cracks.
