Always Overheating!

hi i'm new to the site and i was wondering if anyone could help me out.
i have a 1967 MGB and my grandfather and i have been restoring it for the past few years. It is pretty much complete at this point and it drives well except for a few things. first of all, the engine rapidly overheats when the car is sitting at a stop light or in a driveway, and it overheats when you're moving too, just a little slower. We replaced the thermostat and checked the coolant and such, but the car still does it.
also, the engine has a lot of trouble starting and stopping. for example, if i drive the car and it starts to overheat, i park it in the shade for a while to let it cool off, but when i go to start it again it wont turn over. i recently used an entire battery charge trying to start the car and eventually had to pop start it by pushing it.
one person i talked to said it might be running too rich and flooding the engine on starts, and we should adjust the carbs. i also think there might be an issue with the timing, although im not sure. ill be buying a timing light and doing that next and maybe that will help, but i would greatly appreciate any advice that anyone could give me on the subject.
 
Sounds more like running lean to me. Have you tried using the choke to see what happens?

Timing could be an issue. Try tweaking it one way or the other and look for a difference in the car's behavior.

When you restored the car, did you have the radiator rodded out, or even re-cored? An old radiator can be clogged up with crystallized anti-freeze.
 
I'm betting you're right on about the overheating, Steve...that or an old hose is collapsing.
