air filter box for a DCOE 40

Made an air filter box for a DCOE 40 carburetor. Size was important. Most that were for sale were too large and would interfere with throttle cable spring/ so I did an offset. Used Box maker for the box and then modified the box in Coreldraw 7x Filter material is that 3M stuff. Put oil on the 3M stuff. Box was cut using a laser
 
up date I tested this filter box and now the carbs are way out of tune. Took out the filter material and it is just slightly out of tune. When I adjusted and replaced jets and air tubes, it was with out any air filters. Conclusion When you start adjusting a Weber side draft, fit filters to it. has anyone else seen this?
 
Sounds like the filter has too much restriction or resistance.
 
almost none.The filter is a lot like the OEM pancakes oil type. Even with filter removed the empty box messed up the air flow to cause it go out of tune,
