Adjusting ZS Carbs

I purchased the tool for adjusting the mixture on my TR6 twin ZS carbs.
When I remove the dashpot damper nut on the top and insert the special tool it engages the needle at the bottom and I think the air valve below. When I try and turn it the air valve seems to want to turn also but I don't think its supposed to and I don't want to get ham fisted with it /ubbthreads/images/graemlins/nonono.gif I can't seem to adjust just the needle part without the air valve turning also. Is there something I'm missing here /ubbthreads/images/graemlins/crazyeyes.gif or have the parts welded themselves together over the 30 years?
 
Graham, you know that there is a little key on that tool that has to be set before you start trying to turn the allen wrench. Once engaged, go for it. If she dies, she dies.

Just to be sure, the big, knurled piece engages the air valve. You hold that piece steady. The needle adjusting screw is turned with the hex piece that passes through the larger piece. Try grasping the big piece with pliers to hold it steady if it wants to turn when you rotate the hex piece.

BTW, when the needle adjusting screw is turned, the needle assembly moves up and down,not the screw, so the "action" is opposite what you might think - When the screw is turned clockwise, the needle moves up and the mixture richens. CCW leans it.
