Chris, no need for an English wheel or even a power planishing hammer for panels such as that. Working sheet metal is somewhat an art but not so difficult that a beginner can't get pretty good results on simple pieces such as these fender extensions. I had to form a "dome" shaped piece to replace a rusted section of my MGA's trunk that fit over the rear axle. I made that part using a welding bottle cap as a mallet against a sand bag and then using the cap as an anvil and planished the part against it using a ball peen hammer. It's not as smooth as a baby's butt, but did the job.
