Is there a proper torque value for the 2 bolts that attach the A-arms to the body?

Yeah, but: ya need to wait for that final torque until the beast is on its feet with engine and all load onna tires, IIRC.

Good to know -- now who do I need to bribe to get the magic numbers?

Mine are tight enough to get the cotter pin installed.

I think some use nyloc nuts.

Generally, when tightening a nut or screw involves squeezing a rubber bushing, there wont be a torque value, since you shouldn't get tight enough to twist the fastener. With the original inner pins, there was a split pin hole. New ones use nyloc nuts. Just tighten them, but as Herr Doc says, wait until the car is laden and level. (Why? because the function of the bushings is to twist, and if tightened with the wheels dangling, the bushings will be under full twist when the car is at rest on the ground. Shortens the bushings' lifespan considerably)
