1991 xjs v12 strange pipe

There is a pipe 6-8mm id running from the side of distributor up onto fire wall and along black support brace where it stops adj to front wing, on the end of it there is a small in line petrol filter, the other end of this filter is open to atmosphere, is this normal ,what does it or what should it do?
 
It is the inlet for the distributor cap ventilation system. On the side of the cap there is another hose that ties into the rubber inlet pipe from the aircleaner to the extra air valve.
