If that doesn't work, lick your finger and check the wind direction, then facing into the wind hold your tongue in left corner of your mouth, biting it slightly while you slowly turn on the hazards while pressing the brake and putting on your right turn signal.

Perhaps someone has been "into" the wiring? 
From what I can see in the wiring diagram ( https://www.advanceautowire.com/tr2506.pdf ), power to the hazard flasher comes (or should come) from an unswitched fuse that also powers the horn and other courtesy lamps.
