1967 Tr4a no spark

I just installed my rebuilt motor, have volts at the coil and points, coil ohm res checks ok, have no spark at the plugs or wires.

First try removing distr cap. Turn ign sw on. Remove rotor button. Run a flat blade screwdriver thru points. You should see sparks. If you do, the clean points with sandpaper. Set gap and crank the engine with the distr cap off. You may need someone to turn sw while you watch points. You should see spark each time points open and close.

You could also have the points grounded. Is the plastic insulator isolating the wires to the stud post on the points.
