TR2/3/3A 1960 tr3 a upholstery question

Some of the Vinyl I got with the upholstery are just plain, no backing or insulation attached. Should thay just be glued right on the matal?. A case in point are the rear wheel covers. Should I just glue them in the appropriate spot and move on?
Up to me (no upholstery experience) I would trim them and glue them on the wheel arch. I tend to get myself in trouble when I do things like that, so thats why I'm asking.

There is a section on "Macys garage" about TR3 rear wheel well covering. Light padding on the top and the side is right to the metal.
