1500 Midget water pump weep hole

I couldnt find the "official" ruling in the MG Midget maint manual. On the 1500 engine water pump, where should the water pump weep hole face...up/down and if its not doing that what would it hurt?
 
it faces down - so that when it wears out the water will weep out with gravity. Even though it has three mounting holes, from memory it only fits one way - but definitely down.
