1500 center front section

Question- on the 1500's does the front center section between the front fenders unbolt or is it welded (and bolted)on?
I have taken lots of them off of normal Spridgets but can't get this one off.

welded but the bolts make it look like it should unbolt - it doesn't.

BTW I might be needing the lighter if the console is still there.

If I can find the console then I can see if it has the lighter (one of the problems of having 3 or 4 cars in pieces in a 2 car garage! Then you will be first in line.
