100-4 starter button

1) Trying to install the button. The tightening ring, which appears to go on the backside of the dash panel, doesn't begin to snug up far enough on the threads to fix the button in place. Is there a packing piece that goes between the ring and the back side of the dash? 2) Is there polarity on the two screw connectors on the button? I have 2 white wires linked together and a red and white single. P.S. I'll thank you guys in advance. I've gotten a lot of help lately and it's much appreciated.
 
I recollect a large toothed lock washer (thin, I think, with internal teeth) or maybe a wavy washer that fits between the switch and the back of the dash. The switch has no polarity.
