Dip Stick Rubber seal

My rubber seal I purchased a few years ago does not “seal”. It appears just a piece of rubber with no intended purpose. Any recommendations for the “right” seal?
 
Q--What does a walrus have in common with Tupperware?
A--They both like a tight seal.
 
I use a generic O-ring that fits into the top flare of the dipstick tube. There's a dust boot too, but I have never thought to install one and if I did, a spark plug boot could suffice.
This is from the Factory Parts Manual. No dust boot shown.
