Is it normal to be able to push the brake pedal to the floor with the motor running on this vehicle? The brakes work fine but if excess pressure is applied to the pedal it will bottom out. I'm asking because I need to have a safety inspection and I'm unclear if the pedal is "Normal" or not. With the accumulator discharged the pedal is rock hard and will not sink. Thanks in advance
 
I have a 90 XJS that also has the Teves brakes. What you are describing does not sound normal.

When the ignition key is turned on, the electric motor (pump) that the accumulator is connected to shound run for up to ten seconds before turning off to build up system pressure. I always wait until the pump cycles off before starting the car.

This not a normal brake conition. You probably have an ABS system problem. Start with the basics by making sure that you do not have air in the hydraulic line to the calipers by bleeding. If this does not correct the problem, then trouble shoot the the ABS system. Your braking system should have hard pedal under all conditions.
