Glad you enjoyed the game, Johnny. As for bribing officials, you are only disqualified if you fail at 3 attempts. In other words, you could bribe on every leg (where you score less than 10) if you wanted and as long as they accept your bribes it doesn't count against you. If they turn down your bribe, then you get one added to "number of bribes failed" in the player database. After 3 failed bribe attempts you are disqualified.
As for the high scores, well, I guess they are just doing a good job of figuring which routes to take and what speeds to travel and they are avoiding the pot hole crews. It is also possible on any leg to "meet Basil" and be show a "shortcut" which yields you 12 points no matter what your score would have been otherwise. So, while there is some skill involved, there is also a fair amount of luck involved also.
