Kroger's round here relocates most everything but refrigerated/frozen foods 2-3 times a year. My personal thought is that it is to make you wander they isles and make spur of the moment selections you weren't thinking about when you entered.
Having worked in retail when I was a high schooler, I can guarantee that is exactly why they do that. Also, it is not happenstance that the ladies department is the first thing you see when you enter a department store.
