Help with choking weber carb!

1979 midget: prev. owner installed a weber carb w/ water choke. I suspected the water choke not functioning properly and installed a manual choke with a pull handle in the car. The installation went smoothly and when I pull the choke handle out, the butterflys close as they should. However, the idle of the engine does not go up as it should. What am I missing?

I'm not familiar with this carburetor, but generally there is a cam that opens the throttle a bit when you operate the choke. Often there is a screw adjustment for this.

You don't need a choke on a DGV. I run mine in 27* weather w/o one. Gotta feather a bit at first but no big deal. I run w/o one so I can build oil pressure first before lighting it off. Just a pump or two and she'll fire. Feather a second or two at 1K, a couple of 1500-2K blips and off you go. I am at sea level though ( an maybe a wee rich).
