Haven't noticed it on our BN2, though I haven't driven it a whole lot prior to and during its restoration. This wouldn't be tolerable in a 'street' car, and I don't recall it being mentioned in any contemporary road test articles.
The new springs could have a greater arch than original. This would raise the chassis and lower the axle relative to each other, and could cause this problem. This is most likely, IMO.
You say shocks are 'good,' were they rebuilt? Are they installed correctly (link correct)? I've put them in wrong before, which seriously limits travel.
