Pretty sure they're both 35 amp Lucas fuses, someone will need to confirm -- you may already know this, but these look like the fuses you can buy at the local parts store, but are rated VERY differently.

Please see my note on using an inline fuse holder with a small rated fuse to test wiring harness rather than relying on those 20 Amp fuses to blow before the smoke comes out of the harness.

There's really no absolute answer as to what value to use, as the electrical load in your car may be a lot different from what the electrical system was designed for. The suggested 20 amps is probably OK as long as you haven't added a lot of electrical stuff. If you have, you probably should add more fuses.
