Thanks everyone who responded with advice. After stripping the motor down and finding everything just fine ( figures )
The answer was using a high speed drill to spin the jackshaft while pumping oil with an oil can through the pressure gauge port. I guess the pump just wouldn't prime any other way.. Now I have 45psi.. good stuff!
