I am getting a TR6 back on the road after 10 years, just installed a new rad, water pump and was wondering if I need to put the old cardboard rad duct, back in. Car will is pretty much a "Sunday" driver. Whats the thought?

Yes. It helps direct air into the radiator where you need it most.

Just as important unless you want the electric fan to pull hot air through the radiator.

Why would the air be any hotter ? The same air would be coming thru the front of the radiator, right ?

Why would an electric fan be any different than the mechanical fan in needing the duct for optimum efficiency? Even if the electric is a pusher, you would still need the duct to keep from pulling hot engine bay air around the edges of the radiator and pushing it back through. Not to mention the lost efficiency of the pusher over the puller.

I don't know. Just wondering. The only experience I had running w/o the shroud was for a couple of months one Spring. The temperature seems normal enough when I was underway, but when I slowed down or idled the reading rose.
So it just got me to thinking when this subject came up if a thermostatically controlled electric fan would kick on in this situation and keep a relativly normal coolant temperature.
I can tell you this, a 14 or 16" electric fan pulls a heck of a lot more air THRU the radiator at certain speeds than the red fan, shroud or not.
