I think Phil's solution would work best in this case. Another solution if you can drill a hole in the sheet metal is a rivet nut like these from Pegasus Auto Racing shown at this link:

Kind of like a large pop rivet with a threaded shank.

The rivet nuts are a wonderful item. I sell them in my product line. I only question their strength in case of an accident in this application.

I thought of another idea; weld your captive nuts (or you could use bolts in this case) to some bar stock and welt the bar stock to the flooring. This would give you some additional structural rigidity and allow you to lay in deeper soundproofing.
