Mine (in place in the car) look the same length so if one is longer it is concealed within the M/C.
I guess I've never had both out at the same time to compare the lengths.
I would think you could assemble the M/Cs one way and see if they end up with the same amount revealed. If not, undo the circlips and swap them.
The other possibility is that someone has substituted a non-standard length push rod. Most likely train of thought there would be a longer one on the clutch in the mistaken notion that this would improve disengagement.
