Just a guess but....is there a spring under the horn cover?

I may install a button. There is no second adjust screw on the horn that I can detect. One screw and one screw only. Presumably note adjustment.
L & H are visible.

On my TR4, and I think it was the same on my TR6 before that, there is a springy brass contact behind the horn button.
This sometimes causes contact when going round a corner which is embarrassing, but often a poor ground on the steering column stops the horn working when you do want it, which is worse.

Not sure about tone adjustment.

My first TR3 was like that...cranking around a hairpin, the horn would beep. I just considered that a part of the charm

The spring-loaded plastic tube makes contact with the circular brass plate inside the hub assembly. Take all this down and you will see that usually it is the above mentioned thigamajig that is worn or broken. Just replace it.

Make sure it gets re-installed the correct way. One end is slightly convexed, this end contacts the brass ring in the hub. If you install it the other way that end is flat and causes some awful noises.

No Air horns required, but upgrading to better & louder horns is a good idea. I have a pair of nice loud Fiamm horns on my GT6. Very european sounding too!
