Dremel and carbide bit? I think the Kastner race prep book gives some information on this http://www.kaskastner.com/kasbooks.html you find hard copy on ebay as well

A die grinder with a carbide burr makes very quick work of matching ports. You can finish up with a flapper wheel or sanding roll. Most are available from welding or nut and bolt supplies. The die grinder can be found at Harbor Freight or Northern Tool. Of course you'll need an air compressor.
