Plastic mallet and tap all around the lock collar to loosen the grip then a strap wrench of some sort .

I first tried tapping gently with plastic hammer, and it worked.
Now that I have it off, I'll open up the trafficator. It's not snapping back as it should.
Just as I suspected, it's a bit gummed up.
Thankfully, I've done this project before.
By the way, there is an easy way to remove the trafficator, with out pulling the entire wire harness out of the tube.
Remove the wires at the trafficator, leave the wires in the tube.

Hopefully you can pull enough of the wires out that will allow you to have room to disconnect trafficator. Otherwise you may have to pull tube with trafficator.
Unless the harness has been cut you should be able to pull enough of the wires out to disconnect them, but you may have to release the wires from a clip somewhere near the bottom end of the steering box where they come out of the box. When you unscrew the little brass nuts holding the wire, make sure to put the trafficator switch in a position where it aligns with the screw, otherwise it may fall into the trafficator.
