I am still trying to solve my noise problem (whinning sound), so here is another question, should I be able to spin the fan blade by hand? It does not spin around and around when I touch it, but I am able to move it pretty easily. I know it is belt driven therefore it would not move unless the car is running?!

Is it a clutch fan... with maybe a slipping clutch?

I've got A/C so I have the twin elctrics. Can't really help much more with the belt driven fan versions.

If you have a non A/C car, then your engine driven fan should have a clutch. You should be able to spin it by hand. When they go bad, you get a rumble sound, not a whine. Whines are usualy from the alternator. When the engine is running, use a large screw driver as a stethescope. Put it against your ear and against different parts of the motor to isolate the noise. It can be tricky on an aluminum motor as the noises resonate very well thru the aluminum. If you still feel it is the fan, I suggest an electric aftermarket one mounted to the radiator. Frees up some HP.
