He actually has rear brakes Lee. he is using the handbrake in the turns, you can see the back wheels stopped on the first 360

He must have a brake line diverter or something. An "old timer" told me that they used to oil the rear brake shoes so they wouldn't function. To be able to swing the rear end like that without spinning he has something up his sleeve.

If I'm not mistaken, that's another Hagley & District autotest, on the same site as the Lotus (or Caterham) Seven display that's been on here.

Anyway, as an ex-Mini Autotester, let me assure you that the rear brakes definitely work. In fact, unless things have changed in recent years, by regulation they have to work. Dexterous use of the handbrake will cause the rear to lose traction and spin like that - weewillie has it right.

My guess:
Very stiff rear swaybar
Over-inflated rear tyres
Two brake pedals:one for each front wheel

Looks like 12s on the front and 10s on the rear. Most stock minis can get a reverse wheelie if you are abusive enough.
