How do I post a picture?

There are a couple of ways to post pictures. One way involves linking to a picture that is already on another website using "image tags". the other way involves uploading a file from your computer as a "file attachment" using the "File Manager". In both cases you want to use the "Full editor" (also known as the advanced editor" rather than the "quick reply" box. Here is a video on How to Post Pictures

One note: If you use the "file Manager" to upload a pictures as an attachment, there is a limit on how big the file can be, depending on your subscription status. If you are an non-subscribing member, you are limited to 100k file size. If you are a subscriber, then the file size can be bigger, depending on your subscription level, No matter what, if the picture you upload is smaller than 150k, then it will be displayed in full in your post. However, if the file size is larger than 150k, then it will just be a link that people need to click on to view the picture.

I understand the uploading process, but what do I need to do to get the picture down to 100K?

The easiest and most flexible way overall, IMO, is to open an account on Photobucket.com and upload your photos there. Their uploader will automagically resize your photos to meet their requirements (which allow considerably higher resolution than BCF does). Then you can insert a either links, like

https://i258.photobucket.com/albums/hh260/TR3driver/DSCF0013.jpg

or IMG codes
<div class="ubbcode-block"><div class="ubbcode-header">Code:</div><div class="ubbcode-body ubbcode-pre" ><pre>
DSCF0002_cropped.jpg

</pre>[/QUOTE] into your BCF post. The above IMG code will appear as

DSCF0002_cropped.jpg

when others view your post.

This technique also saves room on Basil's server, since the photos are actually stored over on Photobucket.

But if you want to upload directly, you need to find a tool to resize them. Personally, I am fond of https://www.irfanview.com/ which is free and seems to work quite well. It won't let you specify the output size directly, but makes it very easy to convert to a particular resolution, and 640x480 will almost always fit. It also makes it easy to crop away unneeded parts of the photo, touch up colors, improve contrast and so on.
