1098 stuck lifters problems

Engine from my MK III was disassembled 15 years ago when crank bearings, pistons and rings, valves springs retainers and clips were replaces. Looks like cam bearings and lifters were replaced. Block and head were individually taped and then all was left to sit for 15 years.

Lifters are now unwilling to move by hand and look as if they have rusty surface. I've removed the clutch, flywheel and back plate but I have not tried rotating the crank (and cam) to see if that would free the lifters. I am concerned now that the cam will not come out with the lifters in place as they are now.

One possibility is to try gripping the lip of the lifters with vice grips and try to remove them before attempting to remove the cam. (I have tried PB blaster, ATF, Marvel mystery Oil, and WD 40 with no noticeable result.)

Any suggestions?

I am having astonishing luch with citric acid - the other might be WD40 - soaking in it.

50/50 mix of acetone and automatic trans fluid. Most effective when used first. Not so sure after everything else has been tried. It will just make rust desolve and will break all most anything loose. Used it to break loose stuck engines.
