Ajustable Steering Column Escutcheon

Anyone have a picture or know how the set screw is supposed to work with the escutcheon? (Illustrations 22 and 23)

As far as I know, it doesn't. I have only seen the 3 tangs bent over to hold it in place. The only place I know of in that area with a set screw, is the steering wheel to hold the traficator in place.
